Speaking of procurement strategies, here's a company you may want to check out. Bidsync's eProcure service Helps reduce the cost to government agencies by up to 90%, with them managing the procurement process. They do more, but that is an example of their procurement services.

I think one interesting procurement best practice is spend management. Anyway, it seems like academic world doesn't pay attention to this practice and there is not a lots of research paper discussing about it. In order to implement spend management, I believe software system is required. It's like analytic software for procurement job.

Ben makes a great point. When you have 30%-40% of indirect spend going around purchasing policies and not through contracted channels, procurement professionals lose leverage & compliance.
